The set consists of 37 pieces which are used to make a minifigure, handcuff accessory, and small car. The car is built with a black chassis and four wheels attached to the sides. There are two 1 × 3 Bright Blue plates on the side of the top of the chassis.

The middle is left empty for sitting space for the minifigure. On top of the plates are two 1 × 3 × 1 White walls facing inwards. On top of the wheel chassis is four 2 × 4 White mudguards.
The mudguards in the back have a Transparent Blue 1 × 2 tile on top of them. There is a Bright Blue angle plate on the front of the car, with a Bright Blue bow with tile on top and various pieces making a bumper in front. Two 1 × 1 Transparent Yellow tiles form headlights.
